This was part of a golf community and the designer had clearly shown the lots and the golf course plan together on their own website. Homeowners and golfers should not be responsible for a poorly planned development where the golfer could endanger the homeowners property. This is a pretty clear cut case in my opinion. A greedy developer pressures a golf architect to smash as much golf and as many homes onto a property as they possibly can. This crap has been going on for decades and equipment is only making it worse. Architects need to walk away from these projects but a developer will always find one to go along with their scheme. Shorter courses would solve some of these issues but I can't say that happens very often.
