Why not call them a tribute to Oakmont even though Weiskopf doesn't? They do appear elsewhere at other courses.
Here's an assessment of the changes with 14 becoming more difficult:
Average scores were up compared to last year, but by just .114 strokes. Three of the four holes with new greens – Nos. 2, 3, and 4 – also produced relatively negligible differences in scoring.
The big change occurred on the par-4 14th, which went from playing below par at 3.969 strokes in 2014 to above par at 4.188 strokes this year.

The soft conditions from the rain Friday helped scoring quite a bit on the weekend, though. From what I saw, the changes did add strategic merit, and did toughen the course a fair bit.
