Maybe it's not but it sounds very much like one of MacKenzie's thirteen points.

If the manufacturers continue to lengthen the distance the ball goes every year, as you said, how do you suppose they'll keep those balls conforming to present USGA ODS rules and regulations? Balls that don't conform to ODS are ruled "nonconforming" by the USGA and put on their published "nonconforming ball" list and have been for decades.

Based on the use of 'Bolshevik', I'd guess the author is of British origin probably in the 20's - Colt, Alison, Fowler or Simpson come to mind. My guess would be Colt.

I've read it, but can't quite place it.  I'm  certain it's British and best bet is Colt.  The player is either Braid or Vardon.

I would say Rees' Daddy (RTJ).  Nobody was coming close to reaching 600 yard holes in two when the likes of Colt, Darwin, Braid, Simpson etc. were still breathing.

These quotes are from Robert Hunter's "The Links," which I reread on a flight earlier this week.  I recall the x'd out golfer was referred to only as Matthews, but I don't have the book here at work.  I believe the book was published in 1926.  

I was astonished how germane these 75 year old statements are today.  The issue hasn't gone away, but is it really any worse?

I considered Hunter, but the Bolshevik comment threw me off. I knew he died a staunch Conservative, but I thought he still had Socialist leanings when he wrote 'The Links.'  Evidently had already turned over a new leaf, which might explain why he and MacKenzie got along so well.
