George Davies built a number of courses around Louisville in the 1920's and 30's.  His Meadowbrook pay-as-you-play project never got off the ground.

The Physicians Fellowship Trust Estate owned a parcel of land near Itasca, IL.  Initial plans were for a club open to doctors to be known as Physicians CC.  The project morphed into Western Fields CC with 27 holes to be built by United States Golf Architects, Inc.

It might have been in 1926 (not sure) that Ross visited Atlanta to scout possible sites for a municipal course. Nothing came of that visit either. O.B. Keeler served as one of his hosts and reported details of the visit in the Atlanta Journal.

As part of their overhaul of the Atlanta park district courses, Stiles and Van Kleek planned two 18 hole municipal courses in I. N. Ragsdale Park in 1928.

While the focus of the thread was on the 1922 9 hole course and 1924 18 hole expansion, there is mention of talk in 1916 and again in 1921 for 18 hole courses.  Neither one was built.

The Hotel Charlotte Harbor project on Punta Gorda.  In 1926 Collier purchased the existing 9 hole course.  I'm not sure if the article below is referencing the expansion of that course to 18 holes or an entirely new course.
