I suppose it would depend on the size of the tees. I would think that on a par 3 with a small tee that a 90% to 10% split would be about right.

While not exactly in the south of England, Kington has quality putting surfaces, very downland-like.  Like any cheap and cheerful course, they could do with some serious thatch work, but perhaps the thatch helps with retaining water?  Generally speaking though, for the cheap and cheerfuls, one needs to time the visit quite well to catch the greens in good order.
