It looks like one of those courses that should never have been built with all the dirt and rock that had to be moved.

Or it could have been the right project at the wrong time. It is easy to sit back say projects that failed circa 2008-2010 "should not have been built" however at the time they were drawn up they were deemed quite feasible.
